The attorneys at Maguire & Pearce developed their extensive knowledge of Arizona water law and Colorado River law at the Arizona Department of Water Resources starting in the early 1990’s. Rita Maguire served as Director of the state agency for more than eight years. Mike Pearce served as Chief Legal Counsel during that same period. Their work at ADWR resulted in the design, development, and implementation of several landmark state and federal water management programs that remain in effect today. Since then, they have expanded and deepened their knowledge of water related issues in the private sector.
